The copyright still exists and is held by someone so long as the work has not passed into the public domain (as of now, all books put out prior to 1923 are in the public domain). Most likely, the author's widow or children, but it may also revert back to the publisher. in some cases, the rights are willed to institutions in the author's will. One well-known example is Peter Pan, the rights of which were willed to Great Ormond Street children's hospital after Barrie died. So his work funded good deeds for generations after his death. It is just a matter of doing the research (usually starting with the book's publisher) and finding out who owns it and negotiating with that person or institution. Actually, if a 21 year old has a tiny body and can pull off looking very young, they would probably choose her over the younger actress (if the talent was the same) because there is less problem with worrying about school or worrying about overworking a minor.
